BRILHO programme: Five Years of Expanding Energy Access in Mozambique

BRILHO has provided off-grid energy solutions to over 3 million Mozambicans, including more than 700,000 solar home systems and 770,000 improved cooking technologies. This initiative has transformed lives across all provinces, providing reliable energy access to households, businesses, and institutions.

The programme facilitated over 350,000 energy connections through solar systems and mini-grids, supported by targeted technical assistance, results-based financing, and strategic grants. These efforts mobilised over £39.6 million in private-sector investment.

BRILHO achieved significant advances in climate action, reducing more than 763,000 tonnes of CO₂ emissions. At the policy level, the program supported Mozambique’s government in developing a regulatory framework that encourages investment and expands energy access through decentralized solutions.

In addition to promoting market growth, BRILHO strengthened institutional capacity and fostered an environment conducive to innovation and sustainable development. By aligning market-based incentives with social and environmental objectives, it provides a scalable model for inclusive green growth.

BRILHO plans to continue its activities until October 2026. The lessons learned and achievements from the previous five years establish a solid foundation for expanding its impact and reaching additional communities across Mozambique.
